Jupyter integration has been variously challenging over the years, and there have been bugs and other issue from time to time. I don't recall specifically, but it's certainly possible that there were issues with Jupyter and 0.12.9 that have been subsequently addressed, so my first suggestion is to see if you have a problem with current versions (0.12.14 is the current latest).
I am trying to learn to use Bokeh in Juypter.
When I try to display my plot it fails
So, I went to the documentation and copied an example, and I get the same error (see below)

I’ve also experienced this issue before. Without going into too much detail, it’s likely occurring because the platform you are working on does not support dynamic output that uses JS or CSS, etc.
I’m working on a current project, Kyso, and I’ve just ran your code in one of my notebooks & it works just fine. See here: https://kyso.io/KyleOS/bokeh-example. Note that the plot renders nicely.
You can clone the the repo if you like & re-run with different parameters.

After Bryan’s reply I got in touch with them and they say this is a known issue and that they are working on this
Be interested to know what alternative platforms people are using and preferences
