release 0.7 soft-announce

Hi all, I just wanted to let everyone know that we had intended to have a Bokeh 0.7 release Friday with a usual big announcement, but ran into some problems with final packaging at the last minute. We'll have the big announcement Monday, however for anyone here champing at the bit, Bokeh 0.7 packages are already available for conda and pip installation in case you'd like to try them out sooner rather than later.

Thanks,

Bryan
