Is there a simple way to set arrows as endpoints of axes in bokeh figures?
No one has ever asked for this, so there is nothing built in. It would be reasonable to open a github issue to propose future feature work. Please make any proposal as thorough as possible, e.g. with screenshots and/or links to how similar functionality is handles in other tools, an idea of the API you would suggest, etc.
