Is it possible to have plots in a grid, say a 4*4 grid, whereby bokeh only displays static “thumbnails” of these plots in that grid but renders an entire plot for a thumbnail only when that thumbnail is clicked?

That's certainly do-able, e.g. the docs gallery links to plots from thumbnails, but there is nothing built in to Bokeh to do it. You would need create thumbnails, set up links to the real plots, etc. yourself.
