How do we set hovertool default to ‘off’?
It's not clear what you are asking. I can imagine at least a couple of plausible interpretations. Can you describe exactly what you want to achieve, in much detail?

I would like to set the hover tool inspector checkbox in the toolbar to default to ‘unselected’ instead of ‘selected’ state. I can set the default active scroll select and drag tools, just at a loss of how/ if the inspectors have been exposed yet.

I see. I don't think this is currently possible, although I agree it would be a reasonable feature. Can you make a GitHub feature request for this? The issues page is at:
I don't think this would take much effort to do, but there are nearing 750 open issues, so even small and quick issues could still end up taking a long time just to get to. If you have the interest and ability to contribute, I'd be happy to point you in the right direction to get started to make a PR to add this feature yourself, which could almost certainly happen sooner than the core team would be able to.
