Is it possible to modify the text that appears over the plot tool icons? for example, instead of “Pan” or “Box Zoom” I would like to describe the tool’s functionality.

This currently hard coded on the BokehJS side. You would need to find a way to change the "tool_name" tribute of the tool object from JavaScript. Not impossible, but I'm not sure the best way offhand. We could consider exposing the value as a property on the Python side, but that would require new development, so a GH issue would be the next step. It would be a nice self-contained chunk of work work a new contributor (and we are currently resource constrained so that help would certainly make it happen faster).
