Unable to drag overlay of RangeTool with y_range

Hi,

I created a plot that uses a RangeTool and set the x_range.
This works very well. I can drag the overlay horizontally

Now I am using the same plot but this time I am adding the y_range to the RangeTool.

We can see the overlay is created but I cannot drag it horizontally or vertically.

Please can you advice how to make it work?

Please provide a complete minimal script that reproduces what you are encountering, that can be run and investigated.

I am currently unable to reproduce it with a minimal script. I will keep trying
